SUBJECT: Heavy Rain Event

SITUATION REPORT #1

DATES AND TIMES COVERED: Mon., July 24, 2006, 12:00 PM – Tues., July 25, 2006, 12:00 PM

1. CURRENT SITUATION:
A weak tropical wave is coming ashore between Galveston Island and Victoria. As the system moves to the north and northeast, the National Weather Service (NWS) forecasts the system to produce heavy rainfall amounts, primarily along the Texas Coast. The NWS Houston office expects widespread 1 to 2 inch rainfall totals with isolated totals of 6 to 8 inches through noon on Weds., July 26. The West Gulf River Forecast Center reports most Harris County watersheds have sufficient capacity for the forecasted rainfall amount. Although the expected rainfall amounts could cause rises to minor flood levels in watersheds that receive the heaviest rainfall totals, no significant flooding is predicted. During the last 24 hours, the southeast portion of Harris County has received up to 2.05 inches of rainfall. Rain is expected to rapidly diminish after 6:00 AM tomorrow, and will no longer affect Harris County by Thursday.

2. AREAS AFFECTED BY THIS EVENT:
All Harris County, with the southeast portion of the county receiving the greatest amount of rainfall.

3. RESPONDING OFFICES/DEPARTMENTS, RESOURCES COMMITTED: None.
4. CASUALTIES: None.
5. DAMAGES: None reported.
6. EVACUATION: None.
7. SHELTER: None.
8. ROADS CURRENTLY CLOSED/IMPACTED: None.
9. CURRENT UTILITY OUTAGES: None.
10. COMMENTS: The Harris County Emergency Management Division is closely monitoring this situation. Conference calls are being held with the NWS, State of Texas Operations Center and our regional partners. The next conference call will be 3:30 PM, Tues., July 25, 2006. This office and the Emergency Operations Center are on Level 3 and are ready to activate if the situation warrants.

Level 3 (Increased Readiness Conditions)
Level 4 (Normal Conditions)
