False Drop-out Stats Result in Indictments Against Two Former HISD Administrators
A grand jury from the 351st District Court returned indictments today against two former Houston Independent School District administrators, stemming from an extensive investigation conducted by the Harris County District Attorney’s Office. HISD requested the review and retained a firm to look into improprieties within the district.
Dr. Delores Westmoreland was indicted for three cases and Peggy Collins indicted for two cases of tampering with a governmental record. Both women are former administrators of HISD schools, and are alleged to have altered school records to falsely lower reported drop-out rates.
Harris County Assistant District Attorney Tiffany Dupree presented the cases to the grand jury and will be handling the prosecution for the state. She cited the charges as second degree felony offenses involving a maximum punishment of 20 years in prison and a $10,000 fine.
Westmoreland’s bond has been set at $30,000, and Collins will need to post a $20,000 bond.
